Dan Costa
Founder, CEO
Dan founded DMC Insurance Administrators in 1990. He has more than 30 years of insight and expertise in multiemployer trust fund administration, including assisting in plan design, asset management, and federal and state compliance and cost containment program design. Dan holds a California Insurance License and is a member of the Society of Professional Benefit Administrators (SPBA), the International Foundation of Employee Benefit Plans (IFEBP), and the Southern California Association of Benefit Plan Administrators (SCABPA).

David Gordillo
Co-Founder, President
David manages new business development and plan design solutions. He has extensive employee benefit experience in both small and large group insurance, as well as specialized expertise in managing multiemployer trust funds. His more than 40 years of multiple industry experience are a vital asset to our clients. David holds a California Insurance License and is a member of the Society of Professional Benefit Administrators (SPBA), the International Foundation of Employee Benefit Plans (IFEBP), and the Southern California Association of Benefit Plan Administrators (SCABPA).

Mario Guerrero
Senior Vice President
Mario manages the multiemployer trust fund administration, which includes implementing directives emanating from the board of trustees of various labor funds and other benefit programs. He is bilingual and believes in building strong relationships with clients and always being responsive to their needs. Mario holds a California Insurance License and is a member of the Society of Professional Benefit Administrators (SPBA), the International Foundation of Employee Benefit Plans (IFEBP), and the Southern California Association of Benefit Plan Administrators (SCABPA).

Emilia Richmond
CFO
Emilia directs and manages corporate accounting and operations, including information technology and human resources. Her multi-employer trust fund responsibilities include overseeing accounting and customer service teams, internal controls, and outside audits. Emilia holds a Master of Science in Accounting from Golden Gate University, San Francisco. She is a member of the Society of Professional Benefit Administrators (SPBA), International Foundation of Employee Benefit Plans (IFEBP) and the California Chamber of Commerce.

Carlos Legaspy
Vice President of Business Development & Account Management
Carlos Legaspy is a highly skilled and experienced healthcare professional with over 30 years of diversified health care experience. Carlos started his career working with providers holding various roles at Healthcare Partners Medical Group, now Optum Care.
In 2004, Carlos joined UnitedHealthcare as West Region Operations Manager where he had direct over-sight of 50+ employees managing billing, A/R and eligibility operations for all business segments. In 2006, Carlos joined the Public Sector Sales and Account Management Team as a Strategic Account Executive.
In 2018, Carlos assumed the role of Director of Account Management before being promoted to his current role as Vice President of Account Management for Public Sector and Labor where he has oversight of client retention and growth across medical and specialty/ancillary product lines. The segment book of business consists of over 250k members with close to $1B in annual revenue. He has a proven track record for leading teams, driving performance and strategic solutions. Notably, he has led the department in maintaining 98%+, client retention level.
